According to the National Weather Service in Wakefield, Virginia there is a FLOOD WARNING in effect including DOWNTOWN FRANKLIN, VIRGINIA.

UPDATE FOR FLOOD WARNING IN EFFECT

The Blackwater River crested last night just after midnight with the highest observed level at 15.51 ft (observed approximately 12:45am EST 10/11/2016).  The current level as of 12:45pm EST 10/11/2016 is 15.27 ft.  Moderate flooding is occurring.  The flood warning from the National Weather Service in Wakefield remains in effect for the Blackwater River above Franklin until Friday afternoon (or until the warning is cancelled).

The Flood Warning continues for The Blackwater River Above Franklin
* until Friday afternoon...or until the warning is cancelled.
* At 09:45 AM Tuesday the stage was 15.4 feet.
* Moderate flooding is occurring.
* Flood stage is 10.8 feet.
* Forecast...The river will continue to fall to below flood stage by late Friday morning.
* At 15.4 feet...Stage of the 25-year flood.
This river level is comparable to a previous crest of 13.6 feet on Aug 31 2011.

UPDATE FOR FLOOD WARNING IN EFFECT

The current projection of the Blackwater River crest is at 15.5 ft to occur at 2:00AM EST 10/11/2016.  As of 10:45AM EST 10/10/2016 the current level of the Blackwater River is 15.31 ft.  This is nearly 2 ft below the forecasted crest from yesterday.  

MODERATE FLOOD STAGE begins at 14.8 ft.  Downtown Franklin is experiencing moderate flooding at the city gateway at US-58 coming into the city from Isle of Wight County (2nd Avenue between the Holland-Councill Memorial Bridge and Mechanic Street).  Drivers are advised to use CAUTION when driving through Downtown Franklin today.  Please be alert and follow traffic signs and directions.

* Forecast...The river will continue rising to near 15.4 feet by this afternoon. The river will fall below flood stage Thursday evening.
* At 15.4 feet...Stage of the 25-year flood.
This river level is comparable to a previous crest of 13.6 feet on Aug 31 2011.

FLOOD WARNING FOR DOWNTOWN FRANKLIN

The current projection of the Blackwater River crest is at 17.2 ft.  As of 12:45pm EST 10/9/2016 the current level of the Blackwater River is at 13.79 ft.  The highest forecast (crest at 17.2 ft) is projected to occur at 8:00am EST 10/10/2016.

MODERATE FLOOD STAGE begins at 14.8 ft.  The projected crest at 17.2 ft means that downtown businesses and residents may be subject to flooding.

The Franklin Police Department issued an alert last night urging drivers to stay off the roads unless it is an emergency.

  • If you are a downtown business or property owner and you are unsure of whether or not your property will be affected please view your FLOOD ELEVATION CERTIFICATE and compare the ELEVATION column with the FLOOD LEVEL.  
  • If your 1st Floor elevation level is at or below the projected crest level (17.2 ft) then you are advised to take necessary measures to protect your important items and equipment.

This river level is comparable to a previous crest of 15.6 feet on Sep 21 2003.
